A MUI Handbook for Families

This handbook was developed to assist families in understanding major unusual incidents and the various activities and responsibilities that occur when one is reported. The role of the family is not discussed in the MUI Rule, as families are not required in rule to report incidents. The Department, however, recognizes the valuable role families play and the importance for families to understand why the MUI system exists, how they might be involved from time to time and the role of providers, county boards and the Department in protecting individuals with disabilities.

HIPAA Security Policy Overview Carroll County Board of Developmental Disabilities (CCBDD) will conform to all applicable requirements set forth in the Health Insurance Portability and Accountability Act (HIPAA) of 1996, including Electronic Health Care Transactions, Privacy, and Health Data and Security of Health Data. CCBDD will maintain appropriate policies, procedures, regulations and rules to prevent, detect, contain and correct security violations.

Personnel Policies and Procedures Manual

Policies are defined as the basic rules that guide administrative action for accomplishing an organization's objectives. Comprehensive and clearly defined policies, consistently and fairly administered, are essential to the success of any organization.

This manual contains policies set forth for the Carroll County Board of Developmental Disabilities. Personnel charged with the responsibility of administering policy must be thoroughly knowledgeable of its contents. Furthermore, it is essential that these policies be administered in a systematic, fair and impartial manner.
