Why vote YES for Carroll Hills?

November 4th is drawing near with many critical issues to be decided.  The economy is bad and citizens are feeling the pinch with the increased cost of living.  The outlook on jobs in the United States also looks bad.  People on fixed incomes have to make decisions on eating, medicine, and gas in their vehicles.  The government is trying to make a decision on increasing our national debt to bail out banks and those Americans being foreclosed. We are a multi service program for persons of all ages with mental retardation and developmental disabilities. The members of CCBMRDD are unpaid volunteers who are appointed by the County Commissioners and Probate Judge.

Our Philosophy

The Carroll County Board of Mental Retardation & Developmental Disabilities recognizes that every person is granted certain freedoms and rights. The Board also recognizes that these inherent freedoms and rights are available to every person. They afford each consumer of our services the opportunity to become as independent and as capable of controlling their own lives as possible. It is to this end that the Board's services are aimed.

The uniqueness of each individual is reflected in the development of each consumer's habilitation and education plan within the CCBMRDD Programs. The concepts of "normalization" and "least restrictive environment" are implemented as integral parts of each program developed for consumers of our services.

The Carroll County Board of Mental Retardation & Developmental Disabilities also believes that one of the highest goals of normalization within its services is the enhancement of positive social roles of the individual. These normalization goals are achieved with the development of individualized programs, which reduce or prevent differences, which may lessen the value of the person in the eyes of the observer. The program also works with the community to change perceptions and values toward our clients so that mental retardation and developmental disabilities characteristics are no longer seen as devalued.

All services offered by the CCBMRDD are available without prejudice to age, race, national origin, sex, or physical or mental handicap. Delivery of programming and service is provided upon the results of unbiased comprehensive evaluation and individual needs assessment of all consumers.



Our Mission

The mission of the Carroll County Board of Mental Retardation and Developmental Disabilities is to support individuals in determining and choosing life goals and/or services; to aggressively work toward that attainment; to work with families, guardians, and natural supports to access, provide and/or enlist whatever assistance or support is needed in any life area, including protective intervention; and to maintain the individual as the focus while coordinating services across multiple systems.



Our Vision

We believe that individuals and/or their families can and should decide what services they want or need, select their own providers and coordinate their own services through informed choices.

We will foster self-advocacy and community inclusion, focus on personal outcomes and respect the rights of the individual to choose and experience life options, and encourage the individual to fulfill his/her responsibilities as a citizen.

We will advocate for the individual in a variety of ways by providing support and by facilitating change across service systems in the community. We will support informed decisions of the individual regarding life-style choices and enhance the ability of the individual to achieve a sense of belonging in his or her cultural setting and community.
